The problem with secret societies is that there's a lot of them that probably don't consider themselves so and probably think it's dumb to give them a name. Think of a group of five of your friends, what's the name of that group.
Also I think a lot of things you see locally are gonna be like the mayor, some condo developer and whoever owns the big factory or main source of income for the city. They'll agree to get people out of some part of the city to get a new factory and build some nice condos so everyone benefits. That's the society that's gonna effect most of us most directly
