Gimp can be used to create GIF files; simply name each layer "frame 1", "frame 2" or with the timing of the frame after the number in parenthesis like "frame 1 (1500ms)", "frame 2 (1000ms)".

There is a preview button somewhere that will preview the animation. Simply export to a file with a .gif extension and you should be gold.

The naming / numbering is for the most part superfluous.
